Abstract
Exploiting the intense and unique fiscal policy transformation witnessed in China during the last six decades, our paper unravels two novel findings. First, for the period 1980-2008, we find that the flypaper effect is indeed strongly present at the provincial level. Second, for the period 1952-1979, we find what we define as the teflon effect at the central government level. We show that the second finding is consistent with distortionay-based arguments.
